The One Connected Community Comprehensive Plan
is officially adopted and endorsed! 

The Comprehensive Plan will act as a policy guide and create a unifying vision for Helena's future, laying the foundation for policy, infrastructure, and planning decisions for years to come. 

After one year of work, the One Connected Community Steering Committee
would like to share the fully adopted and endorsed Comprehensive Plan.

The plan was adopted by the City Planning and Zoning Commission on September 15, 2022 and endorsed by City Council on September 26, 2022.

​This is a major moment-in-time for Helena. We have the opportunity - through this process - to expand on our earned reputation as a great place to live and raise a family. But the future's not guaranteed. It takes all of us working together to build this framework.  Join the conversation this month and help us build One Connected Community.

The Comprehensive Plan document will recommend goals, strategies and actions regarding a "comprehensive" range of topics. It will serve as a guide for public officials, will express your community’s vision and priorities, and describe where and how development should occur.

A new Comprehensive Plan is needed in order to enhance the quality of life for residents, prepare for new housing growth, enhance city services and amenities, guide new development and redevelopment, expand multi-modal options, and continue to bring in new investment into the Old Town Helena.

The Helena Comprehensive Plan will only reflect your vision for the City as much as you share your needs with the City.  How Helena grows, where development occurs, the quality of public services delivered to your home or business, the quality of transportation, parks and public facilities are all up to you.

One Connected Community is an important process for Helena, but a comprehensive plan can be complicated. Please find some answers to common questions below:
  • ​What is a Comprehensive Plan?: A plan is a road map for community growth and investment. It articulates the broad vision and provides strong policy direction for leaders. 
  • Why does Helena need a plan?: The city’s first plan was completed in 2003.  A new plan is needed to reflect current community changes and priorities and create a framework for sound decision-making over the next decade.
  • Who’s invited to participate?: If you care about the future of Helena, you should join the conversation. You don’t need to be an expert. Your experiences and perspective are critical inputs. Join us!
  • ​What will happen at the Community Kick Off?: During the meeting, the planning team will introduce the process and share key findings from the initial research and analysis. Participants will be asked to share their ideas with the team and discuss their hopes and concerns for Helena. 
  • What will be studied through the process? A new Comprehensive Plan is needed in order to assist the City of Helena “Client” in enhancing the quality of life for residents, preparing for new housing growth, enhancing city services and amenities, guiding new development and redevelopment, expanding multi-modal options, and continuing to bring in new investment into the Old Town Helena. ​
